Dream League Soccer was developed by a game developer from Oxford, England – First Touch Soccer.

DLS 19 release date as of now is not yet certain and we can only speculate. What I am about to write is the personal speculations and opinions of Mister Techz.
Following the pattern of other releases for the previous versions, one thing we do notice is that the game has been released in the month of February twice and just once in November.
The probability of having a 2019 version of Dream League Soccer in November, 2018 is very high. It could be that First Touch Soccer wants to have a regular pattern of one year interval between versions.
If the game is not released by November, 2018, the game would be out by February, 2019.
